RB Hanneg 2024: Indonesia Aligns Cross-Sector Policies Against Non-Military Threats


Star News INDONESIA, Thursday, (November 20, 2025). BOGOR - The Ministry of Defense has launched a three-day National Defense Bureaucratic Reform Meeting (RB Hanneg), opened by Secretary-General Lt. Gen. Tri Budi Utomo on Wednesday (19/11). 


The annual forum seeks to consolidate cross-sectoral policies in anticipating and responding to an increasingly complex spectrum of non-military threats.


During the opening session, Tri Budi Utomo emphasized that RB Hanneg has become a strategic instrument for enhancing national resilience through non-kinetic defense approaches. 


The discussion series is designed to align ministries, government agencies, and national stakeholders toward building a unified and adaptive defense ecosystem.


The reform framework highlights six priority targets: adaptive regulatory development, dynamic institutional structures, resilient human resources, optimized national resources, strengthened defense investment, and accelerated digital transformation. 


According to the Defense Ministry, these pillars are essential to ensure that Indonesia’s defense posture remains agile and responsive in an evolving global environment.


The success of RB Hanneg, Tri Budi Utomo noted, hinges on shared commitment and collective effort. 


He underscored the importance of grounding all reform measures in the core values of Sishankamrata, the national defense doctrine anchored in people’s participation, as Indonesia advances toward its long-term national vision of Golden Indonesia 2045.


The meeting continues through the week with thematic discussions, policy harmonization sessions, and strategic evaluations involving representatives from multiple sectors, signaling the government’s renewed focus on strengthening non-military defense readiness.
